An order is affecting works or building use
A stop-work, cease-use or fire safety order can affect a building or business immediately. We identify the power used, what the order requires and how the legal response can proceed alongside necessary safety and technical work.

On this page
This page may be relevant if:
- You have received a stop-work, cease-use or fire safety order
- An order affects residents, tenants or an operating business
- You need to assess compliance, a variation, appeal or stay
What this usually means
- Distinguish a proposed order from an operative requirement. Advance notice and representations are not required for every order, including specified urgent and safety situations.
- Read the order itself to establish the affected works, premises and dates. Earlier discussions with an officer may not describe its full scope.
- Appeal rights depend on the order and issuer. A development control order is not automatically suspended by an appeal, and fire-officer orders have particular restrictions on statutory appeal rights.
What commonly matters
-
Immediate safety and operations
Identify safe access, essential services and the people affected. Obtain technical advice on the risk and feasible remedial work.
-
A supported response
Use reports, plans and contractor information to explain any proposed staging or alternative. Operational inconvenience alone does not answer the safety concern.
-
Approvals, proceedings and cost
An application to approve work does not itself suspend an order. Assess compliance work, expert costs and litigation risk together; the order may be upheld and costs may be awarded where the applicable rules permit.
How we help
- Review the order, powers and available response
- Prepare representations and coordinate technical evidence
- Conduct appeals and seek interim relief where appropriate
